Early Careers Manager (PO1) Human Resources

BBS Recruitment is currently recruiting for an experienced Early Careers Manager (PO1) Human Resources in a temporary to permanent position for our client in Islington.  The successful candidate should be a proactive and hardworking individual with prior experience within a role.

Key responsibilities an Early Careers Manager (PO1) Human Resources

· Develop, coordinate and deliver new pre-employment programmes, to include a new work experience and supported internships/traineeship programme across Islington Council These new programmes form a key part in the council’s workforce strategy to attract, engage and retain the best talent from the widest pool, maximising opportunities to support residents’ employability and career development.

 · Act as a lead officer working across the council to create programme opportunities, provide information, advice and guidance on pre-employment programme options and recruitment procedures, forging strong relationships with managers, referring organisations and candidates to provide high quality, effective service and programmes.

 · Work closely with senior managers from other council services to ensure an integrated and coordinated approach to supporting Islington’s vulnerable young people, adults and residents with pre-employment programmes that meet local requirements.

 · Lead on all aspects of pre-employment programmes, from initial planning, identifying opportunities, advertising, promotion, induction training, monitoring and evaluation.

 · Work with the Early Careers and Talent Programmes Partner to identify and align pre[1]employment programmes with the wider apprenticeship programme and key skill development areas for the council. · Lead on the on-boarding and off-boarding for all pre-employment programmes, including work experience requests, across Islington Council and the creation of a programme of induction training.

 · Act as the subject matter expert and first point of contact for pre-employment programme enquiries, providing a quick solution and effective response

 · Provide information and support to residents, colleagues and other service providers to promote the early careers programmes.

 · Develop and maintain intranet and web pages.

· Proactively work with the Early Careers and Talent Programme Partner to establish training needs and commission training provision for the apprenticeship programme.

 · Manage the procurement processes and procedures for the cost effective and transparent acquisition of Early Careers training services, ensuring compliance with statutory/corporate guidelines and financial thresholds.

 · Ensure all procurement activities and outcomes are accurately maintained and recorded on the procurement tracker.

 · Work with third-party training providers to monitor service levels and give timely feedback.

 · Keep up to date on legislative changes, local initiatives and new developments within work experience and early careers development.

· Build relationships with key stakeholders, so that young people at school, young people not in education, employment or training (NEETS), leaving care young people, youth offenders and other local groups are aware of the early career programmes the council provides.

 · Network with specialist colleagues and communities of practice to understand current trends, thinking and innovations in early careers, workforce development and HR.

 · Use insights about the organisation and the context to identify opportunities, priorities and potential risks.

· Share your insights and work with colleagues across Human Resources and with managers to devise and deliver initiatives that develop the quality of work experience and supported internship programmes across the council.

· Ensure diversity and inclusion considerations are embedded in the development of the work experience and supported internship programmes and in recruitment practices with reference to Disability Confident, Timewise and care leaver initiatives.

· Evaluate project impact and results to ensure projects meet organisational needs and contribute to report writing to evidence decisions needed leading to positive service change.

· Implement employee involvement and feedback processes encouraging manager, learner and mentor participation.

 · Work with Communications teams to communicate key messages of the early careers programme.

· Draw insights about the external learning and training marketplace from the relationship with external providers and experts and utilise this intelligence to procure high quality training for the apprenticeship programme.
